Andrew has extensive experience and a record of success of leading complex transformational change and digital programmes within the Public Sector. Over the last 20 years Andrew has built a strong reputation for delivering sustainable solutions, driving out efficiencies and bringing together organisations under a variety of models including shared services, join ventures and partnerships.

Andrew has supported several assignments as a Director for Socitm Advisory, including:

  • Fermanagh & Omagh Council: Independent review of ICT and the development of the Council's future ICT Strategy and Roadmap
  • Kent Connect: Led the review of the 16 Local Authorities in the county of Kent to inform a vision for Digitally connected Kent and a supporting Digital Roadmap

Previously Director of OLM and Hytec, David is our commercial lead and provides Socitm Advisory with strategic direction. Drawing on wider Socitm resources, David supports the consulting and interim resourcing elements of the business.

David is the link between the Socitm Board and its members, ensuring their interests are always at the forefront of all activities.

Chief Operating Officer

As an experienced change director Tony has spent the majority of his career leading teams in some of the most challenging and complex of environments. His broad knowledge and experience of strategic and business planning and programme delivery in public authorities has seen him lead large-scale re-organisations, financial and performance turnarounds, service transformations, public sector mergers and shared service initiatives.

As a Director of Socitm Advisory, Tony has led a number of strategic client engagements including:

  • London Boroughs of Camden and Islington: Business Case and Target Operating Model development for a Shared ICT Service
  • London Borough of Tower Hamlets: Review and design of the ICT operating model for the Council and development of the ICT Strategy
  • London Borough of Haringey: Developement of the business case for the inclusion of Haringey Council into the Shared ICT Service with Camden and Islington.
  • London Borough of Newham: Programme Director leading the team of Socitm Advisory consultants delivering the Council’s Oracle ERP implementation as part of the One Oracle solution with 6 other London Boroughs

Russ Charlesworth

Highly experienced, ‘Big 4’ trained, leading Business School MBA, Transformation specialist. MSP, PRINCE2 and CIMA qualified. He develops and leads complex assignments including managing multi-location, multi- organisation programme teams. He has over 30 years experience across 40+ programmes initially with GE and then multiple Industry client assignments in Europe, the U.S and South Africa for PWC, Logica and Deloitte.

  • Digital & Agile Working Change Programme- East Sussex County Council - Programme Manager then Programme Director contributing £90M of savings over ten years from a 5300 staff, 19 location organisation.
  • Alliance Medical Europe - supported re-finance pack development and development of a plan to switch 350+ CT, MRI, PET machines within 5 European operating subsidiaries from balance sheet to P&L.
  • Senior Debt funding of Healthcare facilities – prepared funding cases and secured credit approval for 8 schemes over a 2 year period

Lesley has hands-on global managerial experience in Procurement, Operations, and Business Development. Possesses strong visionary skills and enjoys leading and developing teams to deliver the vision and strategy. In both Private and Public sectors has grown revenue and delivered bottom-line savings. With significant international experience of M&A, contract negotiation and company transformation plus working on the board of two Public Sector collaboration organisations can demonstrate a track record of strong communication skills working with CEOs, Ministers, Members and senior management teams whilst also able to work at business process level.

Executive Board Director of Government Procurement Services working with Central Government and Local Authorities to deliver collaborative approach to procurement and commercial arrangements delivering over £300million of savings plus renegotiating pan government contracts delivering £100million savings.

Strategic Procurement Advice to the London Borough of Lambeth in the procurement process to select a Systems Integration partner for Lambeth, oneSource, Barking and Dagenham, Bexley and Thurrock

Leading the Procurement and Estates Teams working closely with stakeholders from Social Services and Environmental Departments resulting in delivering £17million savings within 18 months whilst delivering two large public sector outsourcing of back office and statutory services contractual value over £700milion with £175million savings at the Lonon Borough odf Barnet.

At Westminster City Council, delivered on time a £200million Housing Programme with £26million efficiency savings. Having direct impact on resident’s lives the success was also measured by implementing a ‘customer to supplier’ relationship tool kit that demonstrated increase customer satisfaction.

Led negotiations in EMEA, North America, Russia and Japan delivering and managing favourable contracts for services, products, outsourced arrangements and Joint Ventures. Contractual values in excess of £100million.

Managed Global Procurement team and delivered 17% cost savings by aligning the extended supply chain and where applicable commissioning and managing outsourcing arrangements.

Led a Global integration transformation programme, in the Private Sector, during large company merger that delivered £60million

Andy Coote is an internationally-acknowledged expert in the development, implementation and management of enterprise-scale, location-enabled information systems. He provides strategic ICT and business consultancy to the public and private sectors, with a focus on future strategy and business case development, digital transformation and programme management.

A member of the Institute of Directors and former Chair of the Association of Geographical Information, he is a firm believer in building solutions that deliver business benefits whilst building consensus and trust at all levels of the organisation.

Jos Creese
Associate Director, CEO of CCL

Jos has held a number of CIO and non-executive director positions and was for over a decade CIO and CDO for Hampshire County Council. He is the past president of BCS, the Chartered Institute for IT (2015) and a past president of Socitm (2010).

He has worked on many national government programmes and led large-scale IT mergers, award winning shared services, international IT programmes and the start-up and subsequent sale of a tech business. He founded and chaired the Local CIO Council.

Now an independent consultant, Jos provides business advice to a wide list of public and private sector clients on digital and IT strategies. He was named as the ‘most influential and innovative CIO’ in the UK in the ‘Silicon 50’ 2010 CIO survey and included in the ‘Top 100 CIO’ list from its inception until becoming a consultant in 2015.

Steve Cliff
Leadership Coach and Facilitator

Steve is a professional coach and facilitator, with many years experience in designing and delivering tailored leadership programmes in the public sector. He is the founder and Programme Director of the Socitm Leadership Academy, building a range of professional development courses that include individual coaching, team-building and workshops. Steve is a strong believer in addressing the need for capable, confident and inspiring leaders to drive and sustain organisational change.

Working with his team of expert facilitators, Steve has delivered national leadership development programmes for Socitm members, including the highly-regarded ‘Top Talent’ programme and the recent ‘Empowering Women in a Digital World’ course that supports the Socitm 'Women in IT' initiative.

Another of Steve's career highlights is his ‘Digital Leadership Masterclasses’ to address the need for cross-functional, collaborative leadership in delivering digital services. The portfolio of offerings continues to expand, and Steve is keen to work with organisations to tailor and deliver leadership development programmes to address the ‘people and culture’ aspect of digital transformation.

Rachel Cadby
Head of Resourcing

Rachel started her career within agency recruitment where she experienced her first taste of recruitment in a resourcing role. Rachel moved in to an internal recruitment position with REED where she thoroughly enjoyed the variety and opportunities to work with people across the UK. After this she decided to fulfil a dream to travel and took a hiatus from her career to travel to South East Asia. Although not a professional experience, it allowed Rachel to gain further communication skills and gave her the opportunity to move to Melbourne. Rachel lived and worked in Melbourne for a recruitment agency where she recruited for Business Support professionals through to high level private banking individuals. Although this was a brand-new sector (and country) to her, Rachel quickly gained knowledge and excelled in the recruitment of these individuals. Upon returning to the UK, she found a role within Kier recruiting for their Utilities division. After almost a year with Kier, Rachel made the move to Socitm Advisory as Head of Resourcing where she is now focusing on interim requirements.

Rachel is dedicated to providing an exceptional service to customers and associates alike. She understands that whether you are looking for an interim resource or a consultancy approach, time is of the essence and similarly when seeking a new opportunity it can be a stressful time. Tiffany is our Project Administrator, she is an integral part of the Advisory support team and the main point of contact for all financial and project administrative queries. Tiffany ensures that all consultant invoices are processed in a timely and productive manner, whilst ensuring both customer and consultant satisfaction.

Tiffany started her career at Volvo Cars UK as their Dealer Services Apprentice, where she achieved her Level 3 qualification in Business Administration and started to develop her knowledge of delivering excellent customer service and the importance of this within a successful business.

Georgia is an experienced Business Analyst and Change Manager with 10 years of experience working with Local Government Organisations. She was previously a Business Improvement expert with oneSource involved in leading business and systems process reviews in HR, Payroll, Finance and Procurement to support service integration between Newham and Havering Councils. Since joining Socitm Advisory Georgia has been involved in a number of engagements including:

  • London Borough of Lewisham: Supporting their migration from Northgate HR and Payroll to Oracle Cloud through detailed process mapping of HR and Payroll processes and ‘To-Be’ workshops with HR and Payroll staff

With over 22 years’ experience as an IT professional, John has worked with clients across both the private and public sector. The majority of his career has seen John deliver solutions developed to meet the client’s requirements within the context of a package software system. Whilst technology will be at the core of any effective solution, the importance of business transformation cannot be overstated. The key to delivering success is to deliver a complete solution that recognises and addresses the key elements of the client’s objectives.

Key experiance includes:

  • Technical expertise in Oracle E-Business Suite R12/Fusion, including Financials, Supply Chain, Manufacturing, HCM and CRM.
